Established Status Proposal for Certificates
When the certificate is required to move from provisional to established (2-4 years after approval), the unit will submit the Request for Established Status to OVPAE under the appropriate cover memo. The submission will be reviewed by a committee which will determine whether to move forward to the Provost and President for approval. Please be mindful of the various deadlines that may impact the review, approval, and implementation process.
Step 1: Dean Submits Request Proposal and Memo
Dean submits the Request for Established Status Proposal along with the appropriate memo template to the Director of Program Development and Review at the OVPAE via email at acadpro@hawaii.edu. OVPAE will manage the remainder of the review and approval process.
Step 2: OVPAE Submits for Committee Review
OVPAE submits the proposal for review by a committee which includes representatives from the OVPAE, Council of Academic Advisors or Graduate Division for undergraduate and graduate certificates respectively, and Provost’s Office.
Step 3: Provost Reviews & Approves
The Provost will evaluate the proposed action and determine if it fits within the institution’s goals and mission. Upon successful review, the Provost will approve the proposal and return to OVPAE for distribution.
Established Status Request for Degrees
When a program is required to move from provisional to established (150% of estimated program completion time for Bachelor’s – 6 years and Doctorates – 5 years; 300% for Master’s – 6 years) the unit will submit the Request for Established Status to OVPAE under the appropriate cover memo. OVPAE will work with the unit to manage the review and approval process.
Step 1: Comprehensive Program Review
Per Executive Policy 5.201 (Section I.3), the degree program must undergo a comprehensive review prior to completing the proposal requesting established status. Comprehensive review may occur via a professional accreditation review process or the UH Mānoa program review process for a single degree program. Contact the Director of Program Development and Review for information.

Step 3: OVPAE Reviews (including Graduate Division Review)
The Office of the Vice Provost for Academic Excellence will evaluate the proposal for content and format. For graduate programs, OVPAE will send the proposal to Graduate Division. Graduate Division will send back approved proposals to OVPAE for review and approval.
Step 4: Council of Chief Academic Officers Review
OVPAE will present the proposal to the Council of Chief Academic Officers for comment and endorsement.
Step 5: Provost Reviews
OVPAE will present the proposal to the Provost who will evaluate the proposed action and determine if it fits within the institution’s goals and mission. Upon a positive review, OVPAE will transmit the memo to the Vice President and President.
Step 6: Vice President for Academic Strategy and the President Review
The Vice President for Academic Strategy and the President review the proposal. Upon a positive review, the proposal will be submitted to the Committee on Student Success (Board of Regents committee).
Step 7: Board of Regents Approves
Upon a positive review by the Committee on Student Success, the BOR will review. The BOR has the authority to approve the proposal.
