5.101 – 5.105: Planning and Creation of Programs


Authorization to Plan (5.101)

Overview

This document establishes a procedure for proposing new undergraduate majors, minors, and certificates (collectively, “Programs”). It also recognizes and authorizes the Office of the Vice Chancellor for Academic Affairs (“OVCAA”)1 as the appropriate reviewing body for new programs.


Procedure

Academic units interested in creating a new program at the University of Hawai’i at Mānoa must consult with the OVCAA. The unit must then complete the Authorization to Plan (“ATP”) document and submit it with a memo to OVCAA. The OVCAA will review and follow up with the unit if needed. The process of approval varies for degrees and certificates; the exact process is described on the appropriate Authorization to Plan website, linked below under Relevant Links. New Degree Programs (5.102)

Overview

This document establishes a procedure for proposing new undergraduate degree programs. It also recognizes and authorizes the Office of the Vice Chancellor for Academic Affairs (“OVCAA”) as the appropriate reviewing body for new programs.

Procedure

Academic units interested in creating a new undergraduate program at the University of Hawai’i at Mānoa must consult with the OVCAA. New Degree Proposals (5.103)

Overview

After the ATP is approved, the unit can begin drafting the Degree Proposal. Proposals should be submitted within one year of ATP approval. Once the final proposal is submitted by the Dean using the appropriate memo template, OVPAE will work with the unit to manage the remainder of the review and approval process. Please be mindful of the various deadlines that may impact the review, approval, and implementation process.


Procedure

After the ATP is approved, the unit can begin drafting the Degree Proposal. Proposals should be submitted within one year of ATP approval. The exact process and required templates are provided on the OVCAA’s Provisional Degree Proposal page, linked under Relevant Links.


New Certificate Proposals (5.104)

Overview

After the ATP is approved, the unit can begin drafting the Certificate Proposal. Proposals should be submitted within one year of ATP approval. Once the final proposal is submitted by the Dean using the appropriate memo template, OVCAA will work with the unit to manage the remainder of the review and approval process. Please be mindful of the various deadlines that may impact the review, approval, and implementation process.

Established Status Request (5.105)

Overview

This document establishes a timeline for provisional undergraduate degrees, minors, and certificates (collectively “Programs”) to become established. This document identifies the OVCAA as the appropriate authority to review and decide upon requests.


Procedure

When the appropriate amount of time has passed (2-4 years for Certificates, 6 years for bachelor’s degree), the academic unit will submit a Request for Established Status and memo. The process varies depending on the type of program requesting established status.
