Ka Huli Ao Hosts “I Mana i ka Wai” Training for City and County of Honolulu’s Board of Water Supply

I Mana i ka Wai Training, November 2, 2021.

On November 2, 2021, via Zoom, Ka Huli Ao, in partnership with the State of Hawai‘i Department of Hawaiian Home Lands (“DHHL”), facilitated its first I Mana I Ka Wai Water Law Workshop for the City and County of Honolulu Board of Water Supply (“BWS”) Staff.

Presentations were designed to increase workshop participants’ understanding of the legal framework governing water resource management in Hawai‘i. At the training, Professor Kapua Sproat provided a recap of Hawai‘i water law as it relates to State and County agencies’ public trust duties. Post-J.D. Fellow Lu‘ukia Nakanelua, ‘19 provided a high-level overview of the rights and interests of DHHL and its beneficiaries before Dr. Jonathan Likeke Scheuer shared insights into DHHL’s Water Policy Plan. After a robust exchange during the question and answer portion with presenters, both Andrew Choy, DHHL’s Acting Planning Program Manager, and Professor Sproat led a progressive discussion focused on opportunities for future partnerships and collaborations between DHHL and BWS.
