The State of Hawaiʻi 2021 Legislative session passed H.B. 552 and was signed into law by Governor Ige as Act 74.
It states:
Beginning January 1, 2022, all new light-duty motor vehicles that are passenger cars purchased
for the State’s fleet shall be zero-emission vehicles.
All departments that need to procure a new vehicle must comply with this new law and will be required to submit a vehicle acquisition request to the University of Hawaiʻi Fleet Services Manager for review. A cost analysis must be completed along with this document.

Effective July 1, 2020, Fleet Services’ rates for short-term and long-term rentals will increase to ensure that appropriate expenditures are met for all vehicle types, and to reflect changes in usage, demand, and maintenance costs. You may review the new Fiscal Year 2021 rates.
