New Minimum Steps for UH Mānoa Graduate Assistants Effective August 1 for Years 2022, 2023 and 2024

TO: Deans and Directors
FROM: David Lassner, UH President
SUBJECT: New Minimum Steps for UH Mānoa Graduate Assistants Effective August 1 for Years 2022, 2023 and 2024

As previously shared with you on May 4, 2022, I have approved new minimum steps for graduate assistants enrolled in UH Mānoa programs where UH Mānoa is the academic home campus. These minima are applicable for any graduate assistant enrolled in a UH Mānoa program regardless of employing unit within the UH System.

  • Effective August 1, 2022, Step 9 ($19,686 for 9 months and $23,028 for 11 months)
  • Effective August 1, 2023, Step 10 ($20,472 for 9 months and $23,952 for 11 months)
  • Effective August 1, 2024, Step 11 ($21,288 for 9 months and $24,912 for 11 months)

In addition, the new sick and bereavement leave executive policy for graduate assistants is effective this Fall 2022. This executive policy allows graduate assistants to earn advance sick leave at the beginning of each academic semester, take 3 working days for bereavement leave, and apply for such leave via the existing online leave system.

Executive Policy E5.223, Graduate Assistants, will be updated accordingly, including with an updated pay schedule. Please continue to appoint and reappoint graduate assistants in accordance with this executive policy to include duties, qualifications and eligibility criteria, compensation and appointment terms. Whenever possible, appointments should be made early for a full one-year period, and compensation should be reviewed each year with consideration of step movement.

These increased minima accompany the negotiated pay increases for UHPA, HGEA and UPW. With the increase in the state’s minimum wage, we are also increasing minimum hourly rates for our student employees, maintaining a minimum that is $.50/hr above the state’s minimum wage to incent student employment on campus, which enhances student success.

Please continue to budget appropriately within your allocations, and contact Provost Bruno and CBO French should you have concerns regarding the impact of the adjustments on your budget.
