A. International Academic Agreements

The initiating individual(s) obtain approval from their Dean/Director.

After approval, submit the Partnership Request Form to OGE.

OGE consults with relevant stakeholders to assess:

Feasibility of the proposed partnership
-
Alignment with UH strategic priorities

Institutional capacity and resource implications

OGE serves as the central agreement coordinator and will:

Draft and negotiate the agreement in collaboration with the initiating unit and the partner institution.

Coordinate institutional review, as applicable, including:
-
UH Office of General Counsel (OGC)
-
Office of Export Controls (OEC)
-
Office of the Vice Provost for Academic Excellence (OVPAE)
-
Office of the Vice President for Academic Strategy (OVPAS)
-
Office of the Vice President for Research and Scholarship (OVPRS)
-
Provost
-
President
-
OGE will:
-
Determine the appropriate signing authority.
-
Prepare required action memos and routing documents.
-
Route the agreement and obtain all required signatures.
-
Upload the fully executed agreement to OnBase and maintain it in the institutional repository.
B. International Research Agreements
Before initiating the OGE process for any international research agreement:
-
The proposing unit must submit the proposed research collaboration to the Data Governance Review process.

The Data Governance Review will assess, as applicable:
-
Data classification (e.g., public, restricted, sensitive)
-
Data security and privacy risks
-
Compliance with federal, state, and UH policies (e.g., FERPA, HIPAA, export controls)
-
Cross‑border data transfer implications
-
Cybersecurity and infrastructure requirements
-
-
The proposing unit must obtain formal Data Governance clearance or a list of required conditions (e.g., security controls, contractual clauses) before proceeding.
No international research agreement may proceed to OGE without documented Data Governance review and clearance/conditions.
After successful completion of Step 0 – Data Governance Review, all remaining steps for international research agreements will follow the same procedure as International Academic Agreements:

with OGE serving as the central agreement coordinator.
