Dear Residents,
In order to continue providing a safe, comfortable, and conducive living environment that supports your educational journey, UH Mānoa is proposing a tiered, 3-year rate adjustment for student housing facilities that would take effect Fall 2024. This decision was reached after careful consideration of rising operational costs, the need to maintain and improve our facilities and the need for student housing to operate as a self-sustaining, special-funded department.
The proposed rate increases for upcoming Academic Years is noted below and a detailed breakdown by room type is provided in Attachment 1.

The last rate adjustment for student housing facilities was implemented in July 2016. Since then, personnel costs, utility costs, and construction costs have risen considerably in the midst of inflation. Revenue generated by the proposed rate increase will help offset these cost escalations. A more comprehensive building-by-building assessment of projected revenues and expenses is also underway that will inform future rate setting efforts.
We understand that any adjustment to living costs may have an impact on your financial planning. To facilitate an open dialogue, we will be coordinating two public meetings where students and interested parties can learn more about the proposed rate increase. Rate Proposal Q&As
Student Housing Services (SHS) is a special funded department that must generate enough revenue to cover all expenses. Staffing, utility, maintenance and construction costs have increased considerably since the last rate increase took effect in 2016. The proposed rate increase will help offset these cost escalations and ensure essential services can continue to be provided to residents.
Improving conditions and amenities requires reinvestment in the residential facilities. If fixed overhead costs exceed the amount of revenue being generated, planned investments that improve conditions and amenities may be delayed. The proposed rate increase will mitigate cost escalations and ensure planned investments are not negative impacted by rising operational costs.
No. RISE Mānoa and the future Graduate Student Housing facility are privately funded and managed, and are entirely separate from SHS. No revenue generated from SHS is used to support these facilities. Also, no tuition dollars or taxpayers dollars are being used to fund these projects.
To inform future rate setting efforts, an external accounting firm has been contracted to conduct a comprehensive rate study and develop a financial model that considers near-term and long-term operational and capital expenditures. If a rate increase proposal is put forth in the future, it will follow same established process as the current proposal.
