Assessment Activities

1) Linked SLOs/competencies. MPH students are required to complete the 7 MPH core courses and 4-7 specialization courses (depending on specialization) plus practicum (PH 791) and capstone courses (PH 789) with a passing grade of an “A”, “B”, or “C”.  The core SLOs competencies are linked to the range of required courses in the MPH degree program.  The specific selected competencies are listed in each syllabus by the teaching faculty members that show which competencies were obtained upon completion of course by the student and through assessment of specific course assignments plus their participation and attendance. Each SLO is listed in specific courses and specific assignments are linked to the way that SLO is attained.

2) E-Portfolios. MPH students must submit MPH e-portfolios including all their major completed assignments, projects, and papers for each course that they completed. This is document what was completed as evidence for re-accreditation visits.

3) Form 18. MPH students must submit final competency tracking matrix of SLOs (Form 18) that must match which course and what assignment in that course (how) the student attained the competency. From the strength of the Form 18 is it is complied by the MPH student, then faculty advisor (and 2nd committee member) can review the document together to finalize the completeness of the attainment of all core and specific competencies.  The Form 18 is designed as a table to ensure that SLO is linked specifically to the courses and assignments in those coures.  These tables must be summarized and submitted as part of UHM-OPHS annual accreditation reports. Both the advisor and MPH student must sign off on this Form 18 as part of the degree check in order to graduate with a MPH.

4) Final Paper. MPH student complete a final paper during PH 789: Integrative Seminar course before being cleared for degree completion.  In this PH 789 course, all of the competencies are reviewed in class as a group discussion to see where students felt they had full attainment of MPH competencies and were they did not.

5) Final Oral Examination. MPH student complete a final oral examination in public before being cleared for MPH degree completion.  The final oral is a PowerPoint presentation based on the content of the student's final paper.

9) What types of evidence did the program use as part of the assessment activities checked in question 7? (Check all that apply.)

Exit exam created by the program
IRB approval of research
Oral performance (oral defense, oral presentation, conference presentation)
Portfolio of student work

Summary of the results produced positive results of graduating MPH students for all graduating MPH students. Total of 100% of  MPH students completed and were approved with all five all five pieces of evidence for SLOs (MPH competencies) for those graduating between June 1. 2015  and October 31. 2018 graduation.

These five items was necessary in order for each student to be cleared for degree check and allowed to graduate.  These items are:) Passing grade in all MPH courses with linking competencies and assignments in each syllabus; b) E-Portfolio of all MPH assignments, syllabi and capstone products, c) Form 18 which is the MPH Competency Attainment Tracking Form, d) Final capstone paper, and e) final oral examination as power point presentation of final paper content.

14) What best describes how the program used the results? (Check all that apply.)

Assessment procedure changes (SLOs, curriculum map, rubrics, evidence collected, sampling, communications with faculty, etc.)
Course changes (course content, pedagogy, courses offered, new course, pre-requisites, requirements)
Personnel or resource allocation changes
Program policy changes (e.g., admissions requirements, student probation policies, common course evaluation form)
Students' out-of-course experience changes (advising, co-curricular experiences, program website, program handbook, brown-bag lunches, workshops)
Celebration of student success!
Results indicated no action needed because students met expectations
Use is pending (typical reasons: insufficient number of students in population, evidence not evaluated or interpreted yet, faculty discussions continue)
Other: MPH students have met expectations and the results are used to refine the data collection process since the new mandates from accreditation organization's required SLOs.

15) Please briefly describe how the program used its findings/results.

The UHM-OPHS used the results: 1) to refine the tracking process of the MPH students' attainment, 2) to training faculty advisors how to better track their MPH students' progress, 3) to submit accreditation annual reports, and 4) to apply for re-accreditation from the Council for Evaluation of Public Health (CEPH) as a public health program.

UH-OPHS was required to revamp their competencies (SLOs) for all public health degree programs include MPH as required by CEPH).  These steps were completed with new competencies, using competencies code numbers, creating a new tracking checklist (Form 18), and re-aligning the competencies in all MPH/MS courses.

The use and application of these competencies is in its second year of implementation.

In addition to the 22 MPH core competencies and 20 specialization competencies, CEPH required 12 foundational knowledge that including the following:

Profession and Science of Public Health

  1. Explain public health history, philosophy and values
  2. Identify the core functions of public health and the 10 Essential Services11
  3. Explain the role of quantitative and qualitative methods and sciences in describing and assessing a population’s health
  4. List major causes and trends of morbidity and mortality in the US or other community relevant to the school or program
  5. Discuss the science of primary, secondary and tertiary prevention in population health, including health promotion, screening, etc.
  6. Explain the critical importance of evidence in advancing public health knowledge.

Factors Related to Human Health

  1. Explain effects of environmental factors on a population’s health
  2. Explain biological and genetic factors that affect a population’s health
  3. Explain behavioral and psychological factors that affect a population’s health
  4. Explain the social, political and economic determinants of health and how they contribute to population health and health inequities
  5. Explain how globalization affects global burdens of disease
  6. Explain an ecological perspective on the connections among human health, animal health and ecosystem health (e.g., One Health).

the MPH program's course PH 600: Public Health Foundation was re-organized to cover all 12 of these knowledge areas.

16) Beyond the results, were there additional conclusions or discoveries? This can include insights about assessment procedures, teaching and learning, and great achievements regarding program assessment in this reporting period.

The best discovery was the decision of the UHM-OPHS to standardize the OPHS's syllabus template and required all public health faculty members to use the OPHS syllabus template keeping the same order as provided in the fillable template.  Once the same approach was use more collaboration and sharing was created among all faculty members with best wording for course policies, university policies, lists of useful websites especially for campus support services and conduct code. It also allowed for standardized grading scale table and grade distribution table with fillable course assignments. This process happened as OPHS assessment reports were reviewed by the OPHS curriculum committee and then curriculum policies were created to better guide the format, tracking and standardization of the curriculum for Office of Public Health Studies.

Furthermore, CEPH required OPHS to specific which assignment in each course was utilized to ensure attainment of specific SLOs.
