Subjects, events, etc. covered: Subjects that are especially well documented in the Fong papers include negotiations around the 1959-1960 Hawaii Omnibus Bill, which changed existing federal laws in order to accommodate to Hawaiʻi’s statehood status, including making Hawaiʻi part of the federal interstate and defense highway system; and part of the early- to mid-1970s discussions about whether Moanalua Valley (the proposed H-3 route at that time) was eligible to be included in the National Register of Historic Places. There is also some 1970s material relating to the Kāneʻohe-Kailua Flood Control Project that led to the development of Hoʻomaluhia Botanical Gardens, which in 1986 became the center of controversy around environmental exemptions for the freeway. Document types include correspondence with Hawaiʻi governors and federal, state, and local agencies; correspondence (for and against the H-3) with groups like the Construction Industry Legislative Organization, Moanalua Gardens Foundation, and Life of the Land; reports; and constituent letters.
