Dr. Benjamin Bartlett to Present Talk on Japan’s Cybersecurity Policy on March 6, 2025

We are excited to announce that Dr. Benjamin Bartlett, Assistant Professor of Political Science at Miami University, will be presenting a talk titled “EXCLUSIVELY DEFENSE-ORIENTED NO LONGER? JAPAN’S NEW ‘ACTIVE CYBER DEFENSE’ POLICY” on March 6, 2025. Dr. Bartlett, an expert in comparative cybersecurity policy and East Asian security, will explore Japan’s shift towards a more proactive cybersecurity strategy. This talk will provide valuable insights into Japan’s evolving cybersecurity landscape and the potential impacts of the country’s new “active cyber defense” policy.

Abstract:
Over two years since it was first announced, Japan seems ready to pass the legislation implementing a new “active cyber defense” policy. In this talk, Dr. Bartlett will discuss the form this new policy is likely to take, the issues that still need to be resolved for its implementation to be a success, and what this new policy means for Japanese cybersecurity policy more broadly.

The talk will be held in the Tokioka Room (Moore 319) at 4:00 PM, followed by a reception. All students, faculty, and staff are invited to attend this engaging discussion.

Speaker Bio:
Dr. Benjamin Bartlett is an Assistant Professor in the Department of Political Science at Miami University in Oxford, Ohio, and an affiliate of the Center for Japanese Studies at the University of Michigan. He holds a Ph.D. in Political Science from the University of California, Berkeley, and an M.Sc. in Computer Science from the University of Toronto.

Dr. Bartlett’s research focuses on comparative cybersecurity policy, cybersecurity in East Asia, and international cooperation on cybersecurity capacity building. He has published in leading academic journals, including Journal of Cyber PolicyAsia PolicyThe Pacific Review, and The Oxford Handbook of Japanese Politics. In addition to his research, Dr. Bartlett is a 2022 recipient of an NEH Fellowship for Advanced Social Science Research on Japan. We are delighted to have Dr. Bartlett share his expertise with our department.
