Annotation: Castle claims that the subject of a Sailor's Home came up in Nov. 1854, meetings were held, a society formed, a board elected. A lot was chosen between the waterfront and downtown, owned by the government, which generously donated the lot.
On May 3, 1855 the board was planning the building when they learned that Maxey had purchased the adjoining lot for a hotel (saloon). They were ready to but the lot from him at cost when they received assurance from the government that a liquor license would not be granted in 1856. This was before Maxey began building.
The Privy Council made it official by passing an ordinance. Therefore, Maxey knew he would get no license in the future but built anyway. Now the government has gone back on its word to the great harm of the Sailor's Home Soc.
Maxey writes that he first made an offer for the lot on June 1853 to S. Reynolds, was refused; made another offer in April 1855 and was accepted. On April 23 he checked to make sure the site was within the boundaries of liquor licenses; asked at Interior Dept., Atty. General and the Police. All assured him he was okay. So he paid his money and built before receiving the May 8 communication rejecting his license. Nobody offered to buy.

Newspaper: Polynesian (click here to see information about this newspaper)
Date1856-08-16 (click here to see all pages from this date)
Page (Column)2 (3-5) (click here to see article)
Article Type: newspaper article
Annotation: A long, rambling article opposes Whitney criticism of the liquor license granted Maxey's Royal Hawaiian Hotel on Bethel St. over opposition of trustees of the Honolulu Sailor's Home and after the Privy Council had apparently decided not to renew the license for 1856.
Hopkins speaks for Lot Kamehameha, says he was not talked into the idea by R.C. Wyllie, that the measure was not passed over objections by noble Hawaiian chiefs and that the vote was unanimous. Also, it is not uncommon for the council to change its mind. Also, the measure was not passed secretly.
Hopkins says the Royal is only 30 feet nearer the Sailor's Home than another hotel and that there are five hotels in easy distance of the home all with entrances by which sailors can enter unobserved more easily than the Royal.
Hopkins also makes the point that it was not all that clear that the council would not issue another license to Maxey since the council asked the trustees of the Sailor's home to send a petition requesting this action. Lot is acting Minister of Interior through all this. Keoni Ana is away.

Annotation: On May 8, 1855 Lot Kam for Keoni Ana writes G.M. Robertson, chairman of Sailor's Home Committee, that a resolution passed by the Privy Council in 1853 fixed the boundaries where liquor licenses will be granted. Maxey had been promised a license on the corner of Nuuanu and Merchant before the action taken so his license will be granted on July 1, 1855 but will not be renewed after July 1, 1856. The Sailor's Home trustees are asked to address a petition to the King and Council requesting no licenses be granted for hotels and beer shops on Bethel St.
On the same date a letter was addressed to J. Maxey conveying the same info.

Next letter is dated Aug. 1, 1856 from trustees of Sailor's Home to Prince Lot expressing their disappointment that the Royal Hotel is still selling liquor after the promise on May 8, 1855 that it would stop.
Next, a letter dated Aug. 8, 1856 from Lot Kamehameha to S.N. Castle, chairman of the Sailors Home Committee, explaining that the council changed its mind after being notified that no liquor license would ruin J. Maxey, that other hotels are nearby the closest being on Marine St. and that the Royal has never cited for being disorderly.
