Applying for VA Educational Benefits

Benefit Submission Process

STEP 1:

To learn more about benefits that you may be eligible for and how to apply for the benefits, please visit the following websites:

CH 30 – Montgomery GI Bill Active Duty (MGBI-AD)

CH 31 – Veterans Readiness and Employment (VR&E)

CH 33 – Post 9/11 GI Bill

CH 35 – VA Educational Benefits for Dependents and Survivors

CH 1606 – Montgomery GI Bill Select Reserve (MGIB-SR)

CH 35 – Fry Scholarship

Note: It can take 3 – 4 weeks to receive a decision once an application is submitted.

STEP 2:

Once the student has received the COE from the VA, a copy must be submitted to the UH Mānoa Certifying Official using https://www.hawaii.edu/filedrop/ Send COE to uhmva@hawaii.edu

Note: Do not send documents via email as it’s not a secure platform for documents that may contain SSN#’s. Please only submit documents through the UH File Drop (not through email).

STEP 3: 

Complete the Student Responsibilities Form. Once the School Certifying Official receives your form, an email notification will be sent to your hawaii.edu email.

  • A VR-67 Positive Decision Letter or an Authorization will be provided to you by your VR&E Counselor

STEP 4: 

After you register for classes, you can request certification via the Enrollment Certification Request Form (ECRF). Visit the Request Certification page.

Note: When submitting registration ensure all classes on the certification form have “YES” in the “In Program” box. Courses with a “NO” will not be covered by the VA and may affect benefit coverage.

Note: To receive the full monthly housing allowance you must be registered as a full time student with at least one (1) on campus or hybrid course. If you are enrolled fully on-line you will receive 50% of the national average for the monthly housing allowance. 

Full time requirements:

Undergraduate:

Fall/Spring Terms – 12 credits per term.

Summer Sessions 1&2 – 4 credits per session.

Graduate:

Fall/Spring Terms – 8 credits per term.

Summer Sessions 1&2 – 4 credits per session.

Additional Information: 

Transfer Credit Evaluation:

The VA requires you to submit official transcripts from each post-secondary institution you have attended (excluding any UH institution), including military transcripts for Veterans/Service Members, directly to the appropriate Admissions Office for a transfer credit evaluation.

It is your responsibility to ensure timely submission of your official transcripts to determine the number of transferable credits that will be counted towards your degree prior to requesting benefits.
