S397 Use Discontinued for FY 2023

The following email went out to the Talk Story listserv on September 20, 2022 regarding to use of S397.

Greetings all,

Vice President for Budget and Finance Kalbert Young has advised all campuses to discontinue use of S397 funding for FY 2023. Accordingly, I am requesting that you clear all existing and planned S397 salary expenditures from July 1, 2022. This includes lag and after-the-fact payroll for prior periods that recorded in July 2022.

The Legislature restored $31.2m in general funds to our campus for FY 2023. With this restoration, MBO projects that Mānoa should be able to fund most if not all of our permanent personnel with general funds. Allocations will be released soon and will reflect the restored general fund amounts. Further information regarding FY 2023 allocations and budget planning is forthcoming.
