Academic success relies heavily on active class participation. To support student achievement and comply with Federal Student Aid Title IV regulations, faculty are required to verify student participation. Executive Policy 7.209 outlines the framework for this compliance requirement.
Students who are identified as “not participating” will be notified of their status via their UH email account and may be administratively dropped from the class. Students who are administratively dropped may have their financial aid adjusted and be required to repay portions of their award.
Fall 2026 Participation Verification Timeline & Guidelines
- AUG 24 – SEPT 1: Students establish participation.
- SEPT 1: Last day to add a class for Fall 2026 semester. Note: Students who add late may not sync to your official roster until 24 hours have passed.
- SEPT 2 -8: Roster certification window. Verify student participation and submit your roster via the STAR Instructor Support App. All rosters must be certified, even if 100% of your students are actively participating. You may also update a student’s status in the app during this window.
- SEPT 9: Students identified as not participating will be administratively dropped.
- SEPT 10: Faculty may request reinstatement of a student into their class.

What is considered an academically related activity?
- Physical attendance in a class where there is an opportunity for direct interaction between the instructor and students;
- Submission of an academic assignment
- Taking a quiz or exam, an interactive tutorial, or computer-assisted instruction;
- Attending a study group that is assigned by the institution;
- Participation in an online discussion about academic matters; and
- Initiating contact with a faculty member to ask a question about the academic subject studied in the course
Student Reinstatement
Changes to a student’s participation status can be made during the roster certification window.
If the roster certification window has passed and the student has been administratively dropped, the student can request reinstatement with the instructor. If approved, the instructor may complete the UH Mānoa Participation Verification Class Reinstatement Request (Faculty UH Login Required) to the Office of the Vice Provost for Academic Excellence and the Office of the Registrar for review and approval.
