Jennifer Kagan

Bio

Jennifer Kagan is an Associate Professor of Public Administration at the University of Hawaiʻi at Mānoa.  Her research lies at the intersection of environmental policy, nonprofit advocacy, and law, and examines questions about the drivers of changes in environmental policy, the role that nonprofit organizations play in environmental policy processes, and the relationship between law and policy.  Before transitioning to academia, Dr. Kagan worked in the nonprofit sector and as an attorney in the private sector.  She holds a Ph.D from the University of Colorado Denver School of Public Affairs and a JD from the University of San Diego School of Law.
