Strategies for Energy Efficiencies in Transportation

The work of the Act 254 working group led to partnerships with OahuMPO and the State Department of Transportation to obtain federal funding from the U.S. Department of Transportation for the Strategies in Energy Efficient Transportation to survey consumers on their attitudes and behaviors relating to transportation energy consumption, more specifically on attitudes and preferences in choice of vehicle and travel modes under various gas price levels and various policies and/programs. Two reports resulted, one focused on O‘ahu and second on the State, which included all the counties:


The Hawaii Bioenergy Master Plan

Based on recommendations from the Hawai‘i Bioenergy Workshop and other discussions with stakeholders, the Forum developed legislation to initiate the development of a Hawaii Bioenergy Master Plan (see the Forum’s report to the Legislature). Completed in December 2009, the Hawaii Bioenergy Master Plan Project was established and funded under Part III of Act 253, Session Laws of Hawaii (2007). The Act called for the preparation of a bioenergy master plan to “set the course for the coordination and implementation of policies and procedures to develop a bioenergy industry in Hawaii.” The primary objective of the plan was to develop a Hawaii renewable biofuels program for power generation and transportation as we transition to energy self-sufficiency.


Energy Efficient Transportation Strategy (Act 254)

In 2007 the Forum sponsored HB 869 to take the initial steps in identifying policies to promote increased energy efficiency in transportation. The 2007 Legislature passed HB 869, entitled “Making an Appropriation for Energy Efficient Transportation Strategies,” which tasked the Forum to assess energy efficient transportation strategies for Hawaii. On July 5 2007, the Governor signed the bill into law as Act 254; and released partial funding which resulted in establishing a transportation working group that identified recommendations for energy efficient transportation strategies (view Act 254 Final Report below)
