Summary: Relating to medical amnesty, allows limited immunity for individuals (most frequently close friends or family members) who call 911 to prevent alcohol or drug overdose from becoming fatal. The most common reason people do not call 911 in this situation is the fear of police involvement. This law allows individuals to come to the assistance of another without fear that calling 911 would result in their subsequent arrest.

Summary: The senate recognizes that risk factors such as poverty, personal trauma, and cultural trauma are associated with increased rates of substance abuse. In order to prevent increasing rates of opioid misuse and abuse, the resolution was adopted to include native Hawaiian cultural intervention treatment programs, wellness plans, as well as holistic living systems.
