Qualified Developers Sought for Construction of Phase I of UH West Oahu Campus

The University of Hawaiʻi is seeking expressions of interest from developers for the construction of Phase I of the West Oʻahu campus in Kapolei and associated infrastructure in exchange for the development rights to up to 320 acres of non-campus university-owned lands.

Phase I of the project includes the construction of four buildings that would support an initial enrollment of 1,520 students, together with infrastructure appropriately sized to support development of the campus and non-campus lands.

In September 2002, the university selected a 500-acre property on the Ewa plain as the permanent location for the West Oʻahu campus. Approximately 100 acres of the site is needed for development of the campus, with the balance of lands available for additional campus expansion, commercial and residential development, and other uses, such as parks and an elementary school.

The university has issued a Request for Qualifications (RFQ) to solicit information from interested development teams on their experience and capability to undertake this project. Based on the interests and capabilities of respondents, the university will prepare and issue one or more Requests for Proposals (RFPs) to assemble a team to develop the project. The structure of the team has not yet been determined, but could take one of the following forms: a master developer that would execute the entire project; or a fee developer, development manager or design/builder that would coordinate overall development activities in conjunction with individual developer teams.
