Through a $10 million grant from the W.K. Kellogg Foundation, the Hawaiʻi P-3 Initiative endeavors to impact the educational outcomes of Hawaiʻi‘s youngest learners by ensuring that every child will be reading at or above grade level by the third grade.
As P-3 Director, Flynn will provide overall strategic direction and management of the P-3 grant-funded efforts, and will support programs between early childhood organizations, DOE, higher education institutions and community-based organizations to facilitate activities and policies and improve children‘s school readiness and literacy outcomes.
Flynn most recently served as a consultant to community-based organizations and elementary schools in planning educational initiatives. Previously, Flynn was early childhood education program manager for Kamehameha Schools, where she was responsible for the overall development and management of the statewide Pre-natal to Three Program. She also served as the assistant director and planning and evaluation manager for Queen Liliʻuokalani Children‘s Center for 13 years.
Flynn received a master‘s degree in early childhood education and a master‘s degree in social work from the University of Hawaiʻi at Mānoa. She currently serves as a member of the Hawaiʻi Association for the Education of Young Children and the Native Hawaiian Education Association. Flynn is a contributing author to an edited volume, Continuing Issues in Early Childhood Education, third edition, in which she delineated "The Role of Government in Early Childhood Education and Care from an International Perspective".
