Chancellor's Working Group on Students' Rights and Responsibilities

The University of Hawai`i at Manoa strives to create a safe, positive, supportive collegiate environment to promote academic and social success for students. In developing and implementing the Student Code of Conduct, we aim to foster high standards of behavior based on principles of respect for civility, diversity, community, and academic standards. We seek to promote the resolution of conflicts through mediation, self-governance, peer review and due process.

A review of the Student Code of Conduct and Student complaint/grievance procedures is timely for several reasons. The reorganization of the Chancellor.s Office has changed lines of authority. Academic Affairs, Students Affairs, and Graduate Division share the responsibility of setting academic and social standards for students. New technologies, including the widespread availability of online resources, email communications and wireless devices present new challenges to maintaining academic integrity. The proposed expansion of student housing necessitates the need to focus on policies concerning residential life. Finally, the policies and procedures must be adapted to recognize the issues facing our students today.

The Charge to the Working Group is to:

  • Review the currently UH Manoa Student Code of Conduct, the Model Student Code of Conduct, student grievance policy, academic grievance policy and disciplinary procedures;
  • Consult broadly on Student Rights and Responsibilities, through the use of focus groups, interviews with professionals in the flied, and other feedback mechanisms;
  • Propose revisions to clarify and address current issues;
  • Recommend strategies to raise student awareness of the processes and the resources available in the judicial affairs arena.
The recommendations will be submitted by December 31, 2006 to the Vice Chancellor for Students.
