The IRC conducts continuing research in the field of labor-management relations. Its areas of expertise are in public sector collective bargaining, arbitration (grievance and interest), and workforce diversity. Because the IRC played a prominent support role during the development and implementation of Hawaii's public sector collective bargaining law, a large part of its research activity has been in this area. Much of this research is published in special reports, serials, and monographs. Other notable work products resulting from IRC research activity include: Roberts’ Dictionary of Industrial Relations, 4th ed. (BNA Books, 1994); Collective Bargaining in the Public Sector - The Experience of Eight States, (M.E. Sharpe, 2001); and Labor Arbitration under Fire, (Cornell ILR Press, 1997).
While the IRC does not offer credit courses nor does it maintain a degree program, the IRC has provided teaching support to the College of Business Administration ’s management and industrial relations department.
The IRC offers a variety of skills training workshops to labor relations practitioners in the public and private sectors. Current offerings include:
The IRC is available to provide technical expertise and assistance to public and private groups wishing to explore topics and issues related to collective bargaining or industrial relations. The IRC responds to queries by the Legislature, labor unions, and employers from the private and public sectors, arbitrators, mediators, the Hawaii Labor Relations Board, the media, and the general public on labor relations matters.
