Campus Emergency Response Team (CERT)

Whats is a CERT?

The Federal Emergency Management Agency (FEMA) has promoted and introduced the concept of a Community Emergency Response Team (CERT) using the model created by the Los Angeles Fire Department. States and local jurisdictions including Hawai‘i have adopted and are currently using CERTs in their Emergency Management Programs.

The University of Hawai‘i and other universities have adopted the use of CERTs by modifying the acronym to "Campus Emergency Response Team" and we have begun establishing, training and equipping CERTs on the Mānoa Campus. The primary Mānoa CERTs will be led by Campus Security personnel as they have 24/7 responsibility and along with other team members will be our first responders to emergencies and disasters. Other CERTs with expertise in Hazardous Materials, Fire Safety, Medical and Facilities Maintenance will also be formed.

CERT training promotes a partnering effort between emergency services and the people that they serve. All members of a CERT receive training from a Certified Trainer on topics that cover Disaster Preparedness, Emergency and Response Management, Fire Safety, Disaster Medical Operations, Search and Rescue, Disaster Psychology, Terrorism and Incident Command Structure. CERT members are then integrated into the organization’s emergency response capability. The skills that team members learn through training and exercises can help save and sustain lives following an emergency.

CERT training requires a total of 20 hours of classroom and exercise time. Team members maintain and refine their skills by participating in exercises and activities and can also further their skills through supplemental training. CERT members can volunteer for projects that improve both the University’s and surrounding community’s emergency preparedness. CERT training may also be arranged for other emergency management volunteers in the UHM community.
