The purpose of this policy is to address parking for electric vehicles and to encourage the use of electric vehicles (EV) in support of the University of Hawai'i at Mānoa's "Green" initiatives.

Electric vehicle means: (1) A neighborhood electric vehicle; or ( 2 ) A vehicle, with four or more wheels, that draws propulsion energy from a battery with at least four kilowatt hours of energy storage capacity that can be recharged from an external source of electricity.

Neighborhood Electric Vehicle (NEV) means a self-propelled electrically powered motor vehicle to which all the following apply:
  1. The vehicle is emission free;
  2. The vehicle is designed to be and is operated at speeds of twenty-five miles per hour or less;
  3. The vehicle has four wheels in contact with the ground;
  4. The vehicle has a gross weight rating of less than two thousand five hundred pounds; and
  5. The vehicle conforms to the minimum safety requirements as adopted in the Federal Motor Vehicle Safety Standard No. 500, Low Speed Vehicles (49C.F.R. 571.500).
Qualifying Criteria for Electric Vehicles
Vehicles shall possess a valid electric vehicle license plate to qualify for EV parking on campus.

Parking for Electric Vehicles
Electric vehicles with a valid EV license plate are allowed to park in the Lower Campus Parking Structure at no charge on a space-available basis.

**The Lower Campus Parking Structure closes to daily parkers once a designated allotment is reached. The Structure re-opens when space becomes available.

Daily parking is allowed in the Lower Campus Parking Structure:
  • Monday through Friday
    • 5:00 a.m. to midnight
  • All day on Saturday, Sunday and State holidays
Electric vehicles with a valid EV license plate are allowed to park in designated Upper Campus visitor lots at no charge under the following conditions.
  • Monday through Friday
    • From 6:30 a.m. to 4:00 p.m., for a maximum of three hours in visitor parking stalls
    • After 4:00 p.m. to closing, in any Upper Campus non-reserved stalls
  • All day on Saturday, Sunday and State holidays, in non-reserved stalls
An electric vehicle bearing an electric vehicle license plate is not exempt from payment of parking fees when:
  • Assessed in increments longer than one twenty-four-hour day, including weekly, montly, or annual parking permits
