II. Discussion Notes
The focus of discussion will be on the three documents distributed earlier via email:
- Organizational Philosophy and Value-Driven Governance
- Functions
- Pros and Cons of the Three Models (edited and combined)
The TT will need to eventually discuss and determine a reasonable endpoint for the committee.
From last week's discussion with the Chancellor, it is clear that she would like to start the search process this fall and would like this committee to continue. One scenario would be for the TT to start rolling some of the discussion items out to the faculty when they return to duty in mid-August. But this would expand our original charge.
Governance Document
This document was drafted by Dick Dubanoski and is based on the governance document used by the College of Social Sciences, modified for a single Arts & Sciences college. Dick noted that this document works well for the College of Social Sciences. He also indicated that a section on the A&S Faculty Senate is not yet in the document. David Chin and Jerry Russo will work with Dick to draft this portion.
Discussion:
- This is a working document, so points can be added/deleted/modified.
- Core values: how to direct daily lives as citizens/colleagues -- respect, openness and cooperation
- Include
civility
? Civility may be interchangeable with collegiality.
- Include something more aligned to A&S, i.e., liberal arts education?
- This might be included in the mission statement to differentiate A&S from other units, for example, SOEST
- Values should be values of the University
- Include more about
excellence
? Excellence needs to be addressed somewhere. This document concerns governance, perhaps it can be included in the mission statement.
- It may be desirable to reiterate the mission in as many places as possible. This piece could have a cover document which lays out the mission statement.
- A mission statement is usually 1 - 2 sentences that is attached to everything. A mission document would include the mission statement, its objectives and how it will be achieved.
- Suggestion that excellence in teaching, research and service be included -- everybody falls into one or more of these areas (not just the faculty, but also support staff).
- Part II deals with why it's valuable to have value-driven governance.
- Part IV lays out some of the areas in the governance system.
- Budget process is equitable, open and cooperative; decisions made based on the greater good.
- The specifics in the budget section were laid out in an appendix which was not included.
- There was discussion on the level of detail in the document. Some felt that it may be restrictive to include too much detail. Dick reiterated that this document can be modified as needed by the group. The detail presently in the document regarding budget procedures is included to provide departments with the process by which their fair share of the budget is determined.
- Dick will make available Appendix A of the Social Sciences document which deals with the budget section.
- Suggestion that for the College governance document, the budget process section be simplified, for example for the budget, a portion will go back to units and a mechanism/process will determine the percentage.
- Concern was expressed that it was undesirable to leave loose ends in this area.
- Dick explained that all faculty in the College of Social Sciences are familiar with this document. It is reviewed with new hires and is disseminated from the Dean to the Department Chairs to the faculty. The core values serve how Social Sciences allocates resources.
- Some felt that the governance document should be more general and further developed when the Dean is on board and provides input.
- How specific should the document be?
- Include mission, tuition revenue
- Recognize those departments that have heavy teaching mission (not necessarily heavy research)
- Include a formula for weighting (for classes with labs)?
- System based on equity for tuition monies -- currently A&S is not receiving the tuition monies it generates.
- The document should include a process for making changes to policy.
- The College of Social Sciences governance document is reviewed and revised (if needed) every year.
- Question on amount of discussion held/needed when the Social Sciences was developing the core values. It did take time to develop.
- TT members should look at the appendices for the Social Sciences governance document. These can be viewed on the Social Sciences' website (see the College Focus links) in order to get an idea of the components of the whole document.

- Regarding Organizational Structure -- pages 11 and 12. This will be modified once a model is determined.
- Comments and suggestions should be sent to Dick for incorporation into the document. (Later an email sent by Alan suggested that any comments/changes should be sent directly to him.)

- Functional offices (particularly look at the estimated staffing requirements)
- Determining the Transition Team's endpoint.
